A sewer rate hike has been proposed, which would push monthly costs higher for residents and businesses connected to the system.

The Honolulu City Council approved a six-year sewer rate increase in June 2025 and the first hike, 6 percent, took effect January 1. The increases run through 2031, climbing to 9 percent annually in the later years.

A typical household using 6,000 gallons a month was paying about $100 and will pay an estimated $160 by 2031.

last time the City and County of Honolulu's Department of Environmental Services raised sewer fees was 2016.

The rate hike is driven by a $10.1 billion capital improvement program that includes a $2.5 billion upgrade to the Sand Island Wastewater Treatment Plant.
